I wonder as an applicant, why info does not flow in time to applicants after filing of the RTI application? Appeals 1st and 2nd should be for any dispute on the correctness etc.of the info. Why appeals have to be filed for not receiving info at all?

The number of pending appeals with CIC is 9769 and the cumulative disposal is 30,218 till June 2009. As an RTI Act- user, I wonder what purpose the information would serve if it cannot be obtained within a reasonable time. Why PAs still want to hold back the info once the gateway in the form of RTI Act-2005 has been enacted. I feel, the number of appeals is swelling because the PAs are not being penalized for denying info or for evading info to applicants. Are we in the process of derailment of RTI Act-2005 sooner or latter?

I saw more than 20,000 cases lying pending before the CIC as on December 2008, as per the CIC website. To me it appears that RTI Act-2005 like many others Acts would end becoming a dormant instrument buried deep inside our statute books. I feel unless CIC and SICs fall heavily on erring PIOs, FAs and Pas, the Act would die its natural death soon.
