How to cut down time in obtaining info?

I wonder as an applicant, why info does not flow in time to applicants after filing of the RTI application?
Appeals 1st and 2nd should be for any dispute on the correctness etc.of the info. Why appeals have to be filed for not receiving info at all?

Pending Appeals at CIC

The number of pending appeals with CIC is 9769 and the cumulative disposal is 30,218 till June 2009. With our current estimated population of +1100 million, the number of pending appeals and disposal is like a drop in the ocean. I wonder does it indicate a happy situation – all is well and information is freely and timely available, and there is no need for any more transparency & accountability. Like many of my fellow citizens I too shared the ecstasy of RTI Act-2005, imagining that all evils of corruption and misadministration would come to an end. But going through the various case histories as depicted in numerous CIC decisions I am disillusioned. Pendency of Appeals- Information delayed is Information denied

As an RTI Act- user, I wonder what purpose the information would serve if it cannot be obtained within a reasonable time. Why PAs still want to hold back the info once the gateway in the form of RTI Act-2005 has been enacted.
I feel, the number of appeals is swelling because the PAs are not being penalized for denying info or for evading info to applicants.
Are we in the process of derailment of RTI Act-2005 sooner or latter?

I saw more than 20,000 cases lying pending before the CIC as on December 2008, as per the CIC website.
At present its not a very big figure considering the size and population of our country, infact it should be more! and I am sure in coming years this is going to rise with spread of awareness about RTI Act-2005 – indeed a healthy sign. “Abhi Dilli bhaa..aaut …..door …… hai!” (RTI Act-2005 objectives have been defeated by PAs) . The tendency of defiance and with impunity is the cause of “ Dilli door hai”. The posts in the forum as well as decisions of CICs and SICs reveal the might of PAs in defending their cause of blocking transparency and accountability in governance. Remedy for violation of RTI ACt-2005

To me it appears that RTI Act-2005 like many others Acts would end becoming a dormant instrument buried deep inside our statute books. I feel unless CIC and SICs fall heavily on erring PIOs, FAs and Pas, the Act would die its natural death soon. The Public Authorities have learnt the art of bypassing the provisions of the Act with impunity. Examples like “records not available” “file could not be located” information cannot be provided due to “fiduciary relation”, information cannot be provided...
