Pendency of Appeals- Information delayed is Information denied

As an RTI Act- user, I wonder what purpose the information would serve if it cannot be obtained within a reasonable time. Why PAs still want to hold back the info once the gateway in the form of RTI Act-2005 has been enacted.
I feel, the number of appeals is swelling because the PAs are not being penalized for denying info or for evading info to applicants.
Are we in the process of derailment of RTI Act-2005 sooner or latter?

Bang on, I just posted some stuff on my blog in this regard. Having said this, in Maharashtra, the highest number of pending appeals at Second Appeal, supposedly lie in Mumbai. If one is not penalized for lack of performance, what hope can there be of expecting swift action or prompt disclosure?Posted 06-15-2009 at 10:21 AM by srikiranr
