Resorting to RTI-A Routine Habit Or A Last resort

Whether a citizen should use RTI as a matter of routine or should it be a the last resort ?
The above question has been taxing my mind for sometime now,in particular, after having involved myself with daily posts in the RTIIndia and many other sites dealing with RTI. But I shall restrict myself to RTIindia community only for the time being.
Its not merely a simple question of citizens' rights ,it has to be viewed at macro level,in totality,not with euphoria but with utmost seriousness,in terms of ramifications of its use at the drop of a hat bypassing all other internal avenues available.

resorting to which becomes first choice instead of last?
What are the repercussions on good governance in an organisation where bypassing laid down and well tested hierarchical rules and regulations becomes a norm under the garb of RTI?
