Dear members I have downloaded a draft LOKPAL bill and posted here as an attachment. Members can post their valubale suggestions and comments here. regards
dear parsar , thanks for taking up an issue very relevant to RTI , anti-corruption movement .
presently 2 drafts of the Lokpal Bill : 1. Drafted by Civil Society [ Social Activists ]- attached by Sh. Parsar 2. Drafted by Government Govt draft is not acceptable to Civil Society as it is diluted , toothless draft . Anna Hazare on indefinite fast as he wants Bill to be drafted by joint committee of civil society & Govt . GOVT DRAFT - no penal powers to Lokpal - bureaucrats spared from it - nearly impossible to prosecute politicians - Speaker / Chairman will decide fate of complaints . --3 membered Lokpal - all from higher judiciary leaving scope for manipulated Lokpal . Civil Society wants members out of eminent citizens --can not inquire into any allegation against the PM in relation to latter's functions of national security and public order . -- no powers for suo-moto case take up RTI Activist Arvind Kejriwal , Kiran Bedi consider it to be a do or die situation for the country .
thank you Dr.s.malhotra for highlighting the Govt. draft.
Dear members The Govt. proposed lokpal bill, not able to get it. If any members has the Govt. draft may post it here. Civil_society/Jan lokpal bill has been drafted by 'Anna Hazare ' and others. regards
The Jan lokpal bill porposed by civil society(Ref. Attachment) covers of protecting the RTI activists, it is a big moral boost for all the members of RTI portal. further suggestions are: (1). Lok pal Bill be extended to all the states supreceeding the any local anticorruption law. In the attachemet of Jan lokpal bill, the Govt is defined to be only Govt. of India. (2). The definition of Govt . to be modified as Central govt(GOI) and the state govt. covering the Chief minister, other minister, chief justice and Judges of the High Court. (3). So all the members have role to play in getting the lokpal bill passed in parliament. The Adminstrators of RTI portal clinch this oppertunity to express and forward the views of the members to get the best LOKPAL BILL for the people of India.
(1). Now the LOKPAL BILL is between Govt. and the civil society. The Govt. formed a 10 memebers committee. (2). It is time for all the RTI members to put up there experience, flaws, harssement, difficulties they had come across, to over come all of them in the LOKPAL bill which is likely to passed in the moonsoon session of the parliament commencing in the month of JULY 2011.
