On completion of 26 reckonable years of service an officer in the Army ( a Lt Col ) is to be permitted to wear the badges of the Colonel serving even if he had been rejected 3 times by the Selection Bd for the protion to the Rank of Selected Grade Colonel. In gist i am referring to eligibilities for wearing badges of the Rank of Colonel fondly called ( colonel ( TS). My question to RTI activists : Is there a DEPARTMENTAL PROMOTION COMMITTEE in this where a Lt Col with 26 years of reckonable service is eligible to wear the badges of col( TS) ?
There are few conditions to be met :
-- That the officer has 26 years of reckonable service .
-- That he is in acceptable Medical CATEGORY.
--- That no disciplinary case is pending against him.
And besides these COAS has issued an ARMY ORDER nO 1 /2005 putting some more restrictions such as :
-- there will be screening committee at AHQ MS br which will enable /disable an officer to wear the badges of Col ( TS) . The inputs would be :
-- That the officer is not graded less than average 3 out of past 6 ACRs
-- That the officer is recommended for promotion (!!!) at least 3 out past 6 ACRs
-- That the officer was not tried by GCM for heinous crimes such as culpable homicides etc etc
My question is should the proceedings of this Screening committee is equivalent to a DPC proceedings ?
Is the proceedings incl the ACR remarks for REcommendations for promotion by the Initiating Officer are exempted from disclosure to the affected officer?

Screening committee is different from the DPC. The DPC is for promotion. Screening Committee can not decide promotion. It decide eligibility for conferring certain other benefits like Assured Career Progression, allowing to wear the badges of higher rank.Posted 12-05-2008 at 09:38 PM by taurus
