Non compliance of rti act 2005 by govt. Departments

after coming into existance of RTI Act after 4 years also none of the government departments
are interested to catalog and index their records and files
As per RTI Act Under Section 4(1)(2)(3) of the
act The list of Catalog and Index of records and files maintained in the each governtment offices and they should declare suo-moto
The above provision of the act is not implemented in the government departments after 4 years of origin of the act
None of them ready to disclose the details of files and records held by them
The above provision of act facilitates transparency in the adminstration in government departments
Respected central and state governments should implement the above provision of act efficiently to improve adminstration .

The higher official in governments are not ready to disclose ,the policies and they are not ready for accountability and transparency.
