RTI Act & Income Tax Returns....

I just wanted to know that whether we can use RTI Act in finding out the Income Tax returns filed by some person.

I have been told by my friend that there was an article in Newspaper dated 7th January, 2009 stating that " CIC has given permission that if anyone asks for it under RTI Act the Income Tax department will have to hand over the Information."

If 'Yes' so what is the procedure for it..
