EPF - Withdraw or transfer?

When one hops from one job to other is it better to withdraw or transfer the EPF amount?

MS BANGA spent 22 years at Hindustan Lever Limited before becoming chairman of the company.

Some of us know about how his loyalty reaped him rich dividends in terms of respect, position, salary, etc. But not many know of the benefit that Banga and other long runners like him have garnered, that of an unbroken Employees' Provident Fund.

Your company PF could build you a small fortune over the years. That is, if you let it.

In our fast forward world, no job is for keeps. You and I probably don't know many people who have had the same job for 22 years. Nowadays, even two years in the same company is considered a record. The result, more often than not, is a broken PF.

It is so much easier to withdraw the PF than transfer it to your new employer. Who will fill up Form 13, get it attested and follow up constantly?

We are, after all, the easy-way-out generation. So we withdraw the money.

But let me give you a monetary argument: 28-year old Amar quit his first job after four years for another. When he moved out to his new job, he withdrew his EPF balance (nearly Rs 1 lakh) to buy a car. At the new company, his EPF started at zero.

At 33, he changed his job. This time, too, he withdrew his PF balance, nearly Rs 1.5 lakh (Rs 150,000). Again, he was back to zero.

Thereafter, he did not withdraw his EPF. Whenever he changed jobs, he kept transferring his balance. When Amar retired, his PF was Rs 79 lakh (Rs 7.9 million).

Vineet, Amar's colleague, followed a similar career path, but with one key difference. He didn't withdraw his PF whenever he changed jobs. He transferred it each time. Vineet now has a cash balance of Rs 89 lakh (Rs 8.9 million), a difference of Rs 10.29 lakh (Rs 1.03 million).

While Rs 10 lakh (Rs 1 million), might be small change for MS Banga, it is a big deal for you and me. That little 12 per cent monthly deduction (with an equal contribution from your employer), can make life after retirement a lot sweeter.

Chartered Accountant Jacob Verghese gives another good reason: "You have to pay tax if you withdraw your PF before completing five years. If you transfer it, you can earn more in the long run in terms of returns."

If you are still not convinced, here is the icing on the cake: you stand to receive 24 per cent of the amount standing to your account as pension once you are 50 years old, and full pension at age 58 onwards under the Employees' Pension Scheme.

Remember:
i. If you are employed with an organisation that manages your PF on its own as a private trust, you need to check the rules on transfer or withdrawal of your PF money.

ii. A steady return of 8.5 per cent on your PF account, compounded on an annual basis, is better than most investment options being offered in the market today, so don't withdraw with the intention of
re-investing.

iii. If you really need the money, opt for part withdrawal. You can withdraw up to 90 per cent of the balance in the account for an emergency.

For occasions such as your child's marriage, you can withdraw up to 50 per cent of your own share of balance. But you need to have been a member of EPF for at least five years with a balance of Rs 1,000 in your account.

The future
Those of you citing 'hassle' as an excuse from transferring, can rejoice. A total revamp is on the cards. There will soon be a permanent number issued to employees. This means holding a single PF account all through life, thus eliminating the hassle involved with transfer.

All you need to do is quote this number every time you move to a new organisation Moreover, your account information would be online soon, just a click away.

So what is your excuse?

    The intention is that more and more people should resort to transfer of their funds rather than withdrawing them and spending. But the lethargy of the EPFO deters many from resorting to transfer. By this lethargy people are tempted to opt for settlement. But in the long run transfer is definitely more beneficial than settlement.

    From your mail it is not clear whether you have applied for settlement of you EPF account with your earlier employer - Accro solution - or you have applied for transfer of your amount to the new EPF account with your present employer - Electrolux. I presume it is for settlement of the old account. If that be so, they should have settled your account in 30 days. There should however be a gap of two months after leaving your employment. If these conditions are satisfied and you have not yet got the account settled, please file a petition under RTI and ask for information about the action taken on your claim application, persons responsible for the delay and action taken on them.     hi,
    i have left a company 4 years back and have niether transfered nor withdrawn my PF. i have now applied for a complete withdrawal. i am being asked for an affidavit stating the reasons for not withdrawing for such a long period. what could be the legally correct reasons?

    This sort of affidavit is perhaps sought to prevent fraudulent withdrawal of unclaimed deposits. There is no other implication.

    I left my job in sept 07 from UP. The school which I worked in held an account with Delhi pf till 2004 and then the account got transferred to UP. Till date the I have been getting two pf statements. I had given for withdrawal in Jan 08 and left for Mumbai. I have not received any intimation from pf office till now. I am going to fill form 19 and 10c again and submit it. How will I know the status of my account?

    If you have already submitted the form 19 and 10c, in Jan 2008, why do you give another form? Did anyone ask you to do so or you are doing on your own? It is not necessary. You may send an application to the Regional Provident Fund Commissioner (RPFC) concerned to intimate you the position of that claim which you submitted in Jan 2008. Send by registered post and keep a copy for reference. If no reply is received within a reasonable time of, say, one month, then send an application under RTI asking for the action taken both on the claim submitted by you and your subsequent application, persons responsible for the delay, action taken on them, the probable date by which you will get your settlement etc. You will get your money.

    I am currently employed in a private software company having offices in India and USA.I have been working in this company since last 2years and 6 months.I have a PF account since i joined this company and it is as older as i am in this company(2years 6months).I am in an urgent need of money for my sister's marriage and want to withdraw my PF amount(full/partial)while working in this company.

    I have worked with an organization for around 4 years 8 months and then I resigned in this April. After that I have not yet joined any other job so I am unemployed since last 5 months. I want to know if I go for EPF withdrawl, will the amount be taxable?

    The application for withdrawal should normally be submitted through the ex-employer. In your case, from what you have stated above, it appears that you donot know the present address of the ex-employer. But you may have the EPF annual accounts statement. In that you will have your EPF account number. That is the link. You may get the form for withdrawal attested by any of the officers mentioned in the blog as an alternate and submit directly to the RPFC concerned, with a covering letter explaining the position. You may even meet him personaly and explain the position sothat they get it verified/attested by the employer.

    With reference to CA Jacob's statement, I have a doubt - He says no need to pay tax if withdrawn after 5 yrs. But I am confused from when the 5yrs are counted?The day from which I left the company or from the day I started PF account. Please reply me.

    You have to get in touch with the RPFC concerned (Haryana) perhaps. This blog does not have any information on individual accounts. This forum is only for discussing issues related to RTI and this blog only explains various issues relating to EPF. This does not provide any other service.

    Am santhosh im currently in very bad patch of finance and want to withdraw my PF amount to help self than borrowing from any bank or person as its quite tough to repay on a long run. am in a company for 5 yrs now and will to continue but i want to withdraw PF contining my my current job is there any possibility of the same and if yes then wat is the procedure your help here can solve lots of problems of mine please advise and suggest

    Please lodge a written complaint to the concerned RPFC, Mumbai. Keep record/acknowledgment. Wait for about a month to see if any action is taken. If no action is taken, file an application under RTI asking for action taken on your complaint persons responsible for the delay, action taken on them etc. Your problem will be solved.

    My name is Pratik Naik. My concern is till date I had never receive my final settlement PF amount.

    PF No - MH/93276/73


    I had already have the receipt of the submitted the claim form of my PF withdrawal. Which was done on "19/01/2009" and it has been now more than 1 year and still the situation is the same.
    I am conventional check the claim status of my PF withdrawal through

    EPF India

    And from the dated it was submitted it is showing only one status which is, which you can find here in this .

    The normal time for the withdrawal process takes nearly 3 months, but it has been now more then 1 year, so please advise me what to do next. And who's door step should I have to go.

    Hello

    I was working with a company in Noida UP (NCR) for 20 months and later I joined to company in Gurgaon - Haryana (NCR). I have been working with that company for past 4 years and now I am changing the job again. I have not withdrawn anything from EPF account yet. I have 2 EPF accounts. 1st with the old company and 2nd with the company I am currently working with.
    1st account is almost 6yrs old and 2nd account is 4yrs old
    My questions are:
    1. Can I withdraw 100% of the amount from my 1st account?
    2. Will there be any deductions as noone is depositing anything in the 1st account for last 4years?
    3. And for the 2nd account. Can I withdraw the 100% amount? Will there be any deduction as I have read somewhere that if you withdraw before 5yr it will be taxable or they will deduct TDS.
    4. What is the process to transfer the EPF account?
    Please help

    Sorry that I did not notice your post till date. Normally there is an alert when there is a new post. But I think I didnot get any for your post. That is how I missed it.

    Coming to your issue, it is really atrocious that you have to wait for more than a year for your settlement. Please file an application under RTI to get it expedited.     Deep,
    1. Since you are working now in an establishment which is also covered under EPF and since you are having an EPF account with the new employer you have to transfer the amount standing in your earlier account to this account.
    2. You can be rest assured that the amount in your earlier account is in tact accumulating interest. But the earlier you transfer it to the new account the better.
    3. Procedure for transfer is available in my blog on EPF FAQ. If you dont get it let me know. I will again post it here.

    So can I transfer both of my EPF accounts to a new account that will be opened by my new employer?

    I am not clear about one thing. When we say transfer the EPF a/c, is the a/c number going to remain the same or the money from old EPF will be transferred to new EPF a/c ?

    Yes. You can transfer both the old accounts to the new one you will get with the third employer, provided it is an establishment covered under EPF or exempted to have its own EPF.

    When we say transfer of EPF a/c it means that the money is transferred. Not the account number. For example your a/c no. with the first estt was 123/4567; that with the second company was 2345/9876 and the number in the third company is 3245/8901, only 3245/8901 will remain as your a/c number. The amounts standing in the credit of a/cs 123/4567 as well as 2345/9876 will be transferred to this a/c with number 3245/8901.

    The last question is: How will I verify that both or one of my accounts are transferred successfully. I mean how I can check if the amount of both or one of the account are transferred successfully. Is there any process check to check this? Ill I get any verification.

    The minimum working period required for withdrawal/advance from EPF depends upon the reason for which you take it. For housing related reasons it is normally 5 yrs. For illness no restriction of years of membership. For marriage it its 7 years and so on. Details can be seen in my blog in the EPF FAQ category.

    You may not get any separate information. It will be reflected in your next annual account statement only. In between if you want to know, perhaps you may use RTI and know the status.

    Hello Taurus, First of all I must applaud the excellent work you are doing to educate and empower people like us who are yet to realize the full potential of RTI. Thank you and kudos to you!
    Now, let me briefly explain my 'situation' . I used to work for a company in Bangalore which maintained its headquarters in Hyderabad. Our salaries (and hence PF) was processed by the HYD unit of my company. I quit that firm and relocated to Delhi and with this relocation came a new PF account (in Delhi) where my current employer debits my provident fund. I have been trying to get my PF transferred from HYD to Delhi from past 3 years, however, the PF authorities are in no mood to yield to my countless requests. In the first year, it was case of 'missing forms' to 'non availability of SSN' to what-not! In the second year, things seem to have just come to a halt. (Contd in the next post because of number of word restriction......)

    In June 2009, the EPFO in Delhi sent a letter confirming my signature and father's name match with the some records and it is okay to initiate the transfer (I have no idea why the letter went to EPFO HYD, however, I did get a copy of it and thats how I know)
    Since June, I have not heard anything from either EPFO HYD or Delhi. I wrote a mail to 'ro.hyderabad@epfindia.gov.in' and 'acc.csd@epfindia.gov.in', however, expectantly, none of them bothered to respond. I checked the latest PF statement of Feb and it was not transferred till then.
    I have no idea what to do or how to do it except that RTI can help me figure out the reason of delay and status of my PF transfer.
    My questions are:
    1. What is the best way to go about resolving this issue?
    2. If I have to file a RTI, where do I file it, Delhi/HYD?
    3. Do I need to enclose any documents to file RTI?

    Thanks a lot for the compliment. You can file RTI application with HYD. It is they who have to transfer your account to DEL. No need to attach any document. Just give your HYD account details, your application for transfer details and ask them what action has been taken on them. What is the time limit for completing the job i.e. work norm. Who is responsible for the delay and what action has been taken on him etc. Send it by Regd. Post with AD. Keep the records of sending it. If you dont receive any response from them within say 45 days (actually 30 days is the limit, but better to give some more time for postal delays etc.) you make an appeal to the appellate authority. That will show your seriousness. Hopefully your issue will be settled before that. All the best.

    1. Is there a link/blog entry you can point me to which has a sample format of RTI application for PF transfers.
    2. What could be 'your application for transfer details' as mentioned in ur response? WIll be this be some kind of number or just a statement mentioning that I have submitted X,Y,Z forms?
    3. It will help if you can point me to a blog entry (I'm sure there must be one) which details about the the postal stamp to be paid and anything else. I tried looking it up on the website of EPF, but couldn't find one. I thought government websites have a link for RTI.

    2. Only form number and date of submission. If you have any reference number of forwarding letter, if any.
    3. You mean "postal stamp" or "postal order"? If you mean 'postal order', you have to attach a postal order for Rs 10/- along with your RTI application drawn in favour of the 'Accounts officer', EPFO.

    Hi, I worked in a Mumbai firm for 4 years (July 2003-June 2007) and when switching job to Delhi in July'2007...carelessly let the new employee create a new PF account. So, now if I want to withdraw my PF amount of 4 years from Mumbai firm - will it be taxable? Can I still transfer it to my new account? Can I check the amount in case of transfer? Can I check my current PF account's amount online? Awaiting reply.

    Today when i came to this site for the first time, i never realized this would contain a great deal of information. Thanks to all the moderators of this site, especially Taurus.

    I have a query here. I hold a Karnataka PF account for almost 4 years now. Now in a few days time, i would leave my job in Bangalore and go abroad to work there. I do not want to Close my PF account, withdrawing the amount.
    Is there any limit on how many years that i can keep my account open, even though there is no money getting deposited in this?
    Say, after some years, if i want to withdraw the same, then i will have to submit an affidavit mentioning my reasons on the delay and then i can withdraw it...am i right?

    Thank you for the nice words. You can keep your account with EPF as long as you want. It will earn interest even without any fresh deposits. If the gap of absence is longer you may have to swear an affidavit as mentiioned in your query. I dont think that would be a big issue.

Can I take action against the EPF officials for not providing the information required by me about my PF claim and how?Please do guide me in this regard.

    There are steps that you have to follow before taking action against the erring officials. Firstly, make an application to the RPFC concerned, asking for the status of your claim. If no reply comes within a reasonable time of say, one month, file an RTI application. For this the blog of Jps50 will be of immense use. You will get the result.

    You have done what is required to be done from your side. I am not sure whether you have routed the Form 13 (revised) through your present employer. This application should be submitted through the present employer to the Regional Provident Fund Commissioner concerned for effecting the transfer. The Regional Provident Fund Commissioner is required to effect the transfer within 30 days. A copy of the transfer certificate (Annexure K) will be sent to the member concerned.

    Thaxx for ur reply, it helped.
    I have routed my Form 13 (revised) through my present employer. They filled the details. But they gave me form 13 back and i then submitted that form to PF office. In PF office, they gave me receipt.. but they hadn't asked my address.. not in the form also...then How they will send me copy of transfer certificate and how i will be acknowledged that my Pf amount has been transferred.

    Do i need to do some formalities with my previous employer also regarding PF Transfer ??

    I dont think there is any such provision. You may have to check it (whether your transfer has been effected or not) with the concerned EPF office. You may file an application under RTI and ask for it! It may expedite matters.
