Hon'ble Sir. With due respect your applicant wants to draw the kind attention of the Hon'ble Sir to the following sent e-mails which are awaiting action. Your applicant raising aforesaid point since 14 years when the degree colleges of Mirzapur district and adjoining areas were attached with the Purvanchal University Jaunpur. Here this question arises that when U.P. Board and M.G.K.V. Varanasi both commences their annual examinations in the first week of March then how U.P.Board declares the result in the first week of June while MGKV University declares the result of students in the month of October? Why MGKV University Varanasi is reluctant to change its stand causing damage to future of students? This is humble
request of your applicant to you Hon'ble Sir to pass appropriate order
in accordance with the law so that wide spread corruption of
university may be curbed. For this your applicant shall ever pray you

Hon'ble Sir. With due respect your applicant wants to draw
draw kind attention of Hon'ble Sir towards the letter of controller of
examination of university M.G.K.V. Varanasi dated 8.6.2011 sent to
Yogi M. P. Singh Moh-Surekapuram, Jabalpur Road Dist-Mirzapur (U.P.),
made available under R.T.I. Act 2005. In order to respond letter
dated 25.9.2010of your applicant and then first appeal dated
13.11.2010 ,following point-wise information is underwritten. It must
be noted down that this information was made available after direction
of U.P.S.I.C. 1-It is true that examination of B Sc first year of
year 2010 ended in May 2010. 2-Indira Gandhi Government P.G.
College Lalganj Mirzapur and K.B.P.G. College Mirzapur, the result BSc
first year of these two colleges was declared simultaneously
4.10.2010. Here it must be pointed out that actually the result of
K.B.P.G. Mirzapur was declared on 12.10.2010 and Indira Gandhi degree
college was declared on 1.11.2010. 3- It was informed by controller
that there is no time limit to declare the examination result.
University always make efforts to declare the results as soon as
possible. But some times there may be delay due to inevitable reasons.
4-There is academic calender of university which is not
compulsorily followed. 5-In case of delay additional classes are
arranged to complete the course. It must be noted that who can not
declare the result of students timely and adopt lackadaisical approach
in it , how they will arrange extra classes for students? There is
sheer procrastination on the part of university administration.
6-No one can be made accountable for the delay in declaration of
results of examination because first time 225 degree colleges of 6
districts have been joined but nothing improvement in the resources of
university which causes additional burden due to which delay in
declaration of examination result took place as usual. Undersigned by
controller of examination. Copy was also sent to U.P.S.I.C. to
comply letter no.13421/S.I.C./10 dated 18.5.2011 as well as registrar
/P.I.O. Mahatma Gandhi Kashi Vidyapeeth Varanasi to comply letter
no.764/R.T.I./2011 dated 3.6.2011. It is submitted before
the Hon'ble Sir that earlier controller made considerable delay in
declaring the results of students by taking recourse of first time
additional burden of combining 225 colleges but this time why he has
adopted same lackadaisical approach as ipsofacto obvious. It is
submitted before the Hon'ble Sir that Right to Education is
fundamental right earlier Hon'ble Supreme Court of India declared in
its judgement and now our Hon'ble Parliament has passed the bill and
made it fundamental right which is supreme rule making body.
Consequently controller can not made procrastinating delay in the
declaration of results of students on the basis of filmsy grounds.
This is my humble request to you Hon'ble Sir to direct appropriate
authority to take action in accordance with law. For this your

Hon'ble Sir. With due respect your applicant wants to draw
kind attention of Hon'ble Sir towards following submissions as
follows. 1-It is submitted before the Hon'ble Sir
that Hon'ble government of uttar pradesh bifurcated the Beer Bahadur
Singh Purvanchal University Jaunpur and 225 colleges of 6 districts
affiliated with purvanchal university connected with Mahatma Gandhi
Kashi Vidyapeeth Varanasi. This was done in view of delay in the
declaration of results by the Purvanchal University. 2-It is
submitted before the Hon'ble Sir that when the M.G.K.V. Varanasi
adopted the same practice of making delay in declaring the results of
students ,then what benefit was reaped by Hon'ble Government by taking
the decision to bifurcate the university. 3-It is
submitted before the Hon'ble Sir that whether university can justify
its stand of providing only three months to study to students and rest
of nine months in declaring results ,admission process and holidays.
Whether university has moral right to talk about quality of education
in such scenario. This is my humble request to you Hon'ble Sir
to direct appropriate authority for action as appropriate in

Hon'ble Sir. With due your applicant wants to draw kind
attention of Hon'ble Sir towards the delay in the declaration of
results of students of university M.G.K.V.P. Varanasi and earlier
Purvanchal University Jaunpur. Your applicant is drawing the attention
of concerned authorities since eight years but unfortunately there is
no improvement in the poor arrangement as no one is interested in
bringingup the examination of students and declaration of their
results on the right track. In the view of your applicant , all the
authorities concerned don't know the proper meaning of quality of
education otherwise sufficient time was used to provide students for
preparation of syllabus . Here it seems that concerned staff have
allergy with the students otherwise there may be a creative atmosphere
in colleges and academic calender might be followed strictly. This
is humble request to you Hon'ble Sir to direct appropriate authority
to take action in accordance with law as higher education comes under

Hon'ble Sir. With due respect your applicant wants to
draw kind attention of Hon'ble Sir towards following submissions as
follows. 1- It is submitted before the Hon'ble
Sir that if students are raising the voice that when he is appeared
in the examination, then why in internet result he is shown absent or
when I attempted maximum questions then how? I got such poor marks so
please show my checked answersheet or in some copies marks are
allotted only on cover page and inside no answers are checked when
some copies disclosed before the the students or why so long delay in
declaration of results of students? still only declared on internet,
instead of redressing the grievance of poor students, Vice Chancellor
of M.G.K.V. University, Varanasi settingup students to be lathi
charged and fabrication of false charges. 2- It
is submitted before the Hon'ble Sir that by supressing the voice of
poor students like not showing their answersheets instead
lathicharging them in exchange is only showing the negative and
tyrannical attitude of university administration. This act of
university administration is clear cut violation of article 51-A ,
fundamental rights right to justice, right against injustice, right
against unfair treatment. 3- It is submitted before
the Hon'ble Sir that in view of your applicant, university
administration must show the checked answersheet to students in order
to regain credibility among the masses as R.T.I. Act 2005 has been
introduced by Government of india in order to enhance the transparency
and accountability in the working of public authority. It is submitted
before the Hon'ble Sir that R.T.I. Act 2005 is being enforced since
six years by the authorities-concerned but unfortunately even a
student can not access his answersheet and can not know how his fate
was ruined by careless teachers checked answersheets without
considering the importance of responsibility provided to them by the
concerned authority.
4- It is submitted before the Hon'ble Sir that leading news item of
amar ujala daily of today's edition titled "TOOK UNDER STRANGLEHOLD TO
THE ACCUSED OF BUNGLING IN J.P.C.S EXAM" NOTICE STICKED TO HOUSES OF
TWO PROFESSORS OF M.G.K.V. Varanasi. It is submitted before the
Hon'ble Sir that credibility of University in the eye of common man of
state is reached on its zenith. If the transparency in the function of
university was not taken into account and students were not shown
their copies in order to their requests then it will not be possible
for university administration to regain its lost credibility.

Hon'ble Sir. With due respect your kind attention is drawn towards
sheer regularity is being committed by M.G.K.V. university , Varanasi
in declaring the result of students and evaluation of answersheets.
Short submissions are as follows. 1-It is
submitted before the Hon'ble Sir that every year aforesaid university
commences to conduct exam of its students and affiliated colleges in
the first week of March. 2-It is submitted before the
Hon'ble Sir that result of students is declared by university
administration either in last week of october or first week of
November. 3-It is submitted before the Hon'ble Sir that
thus university administration takes 8 months in conding the exam of
students and declaring there results and spare only 4 months to take
admission and complete syllabus. Whether this is quality of education
provided to students due to instrumentality of university.
4-It is submitted before the Hon'ble Sir that evaluation of
answersheets is so cryptic and partial, that many students seeking
certified copy of evaluated Answer sheets under transparency act which
is not being provided on filmsy ground. 5-It is
submitted before the Hon'ble Sir that how much ridiculous that
university itself making mockery of academic calender and playing game
with the future of its students. Those students who raise the voice
against prevailed corruption , police lathicharge such innocent youths
barbarically. Mayawati government always supported the tyranny of
university administration and advocated the growing corruption in
M.G.K.V. University, Varanasi. This is humble
request of your applicant to you Hon'ble Sir to pass appropriate order
in accordance with the law so that wide spread corruption of
