Last month there was a brief furore on the leakage of a letter from the Army Chief to the Prime Minister, on the “state of preparedness” in the Indian Army — this was given wide publicity in the media. The debate focused on who “leaked” the letter, and with what motive — rather than on the implications for the “security of the State”.
As a matter of fact, many army chiefs in the past have periodically, formally addressed the Defence Minister, keeping the Prime Minister informed, on the state of preparedness. Not much light however,
