      Its quite thoughtful of you Sir, to have to have initiated This Query. We, truly, thank you for this.
      But, i am (and i am sure there are millions like me) - quite intrigued by the Games 'People's Servants & The Elected Custodians' Play - in The Services & The Ministries of the Nation - who openly dare to defy The Constitutional Rights of The People - individually or through Coalitions-of-Convenience.
      i'm wondering, if The Constitution gives The People - the Right to collectively file a PIL, to question:
      1. (If Politics today is Business to earn quick-bucks from, as is so apparent), then WHY do not The People have: (i) The Right to vote 'None of the Above' in Their Constituencies, and (ii) have Their Negative Votes - counted;
      2.This is SO VITAL - for Us to Survive (i.e. maintain Our Dignity globally) as a Nation - the Right to Choose 'who' will be permitted - to stand-up for Election (certainly Not 'The Controversial' ones - who get the 'Material-Benefit' of MLA/MP-ship or Minister-ship over the year....s..s..s Our Courts take time to prove they are Guilty / Not Guilty !!!
      3. we-All agree - 'Justice-delayed IS Justice-DENIED'.
      4. so Sir, we The People, today are CRYING for Quality-Votes NOT Quantity-Votes !
      5. Therefore - the Question (the RTI) - CAN we The People, Nation-wide, as One-BODY, file a PIL - to AMEND our-Constitution (the Controversial-ones not be given Tickets for Contesting), as THIS IS a very serious Matter ??? &, ... Why can we not do This ???
      6. If WE CAN do this - then could U tell us please, HOW to get this done as a MASS-MOVEMENT ?

        I fully endorse your views , like millions of others . PIL is not the answer for it . Mass movement is the answer . Constitutional amendments is the prerogative of Parliament . SC will not interfere , although it may give recommendations to the centre .
        Public has to realize its potential to throw away the rotten eggs . We are gradually moving in that direction , but speed is slow . RTI Act is fuelling the jet that will take us to the desired goal . Judiciary is actively playing its part - judgments in last couple of years is ample proof of this . But we , the citizens have to support the judiciary and contribute our part .

        Then Sir, we, en-Mass, must AIM to AROUSE The SC to give recommendations to The Centre; can we do this through PIL ?
        Rapid-Action (just like Radical Treatment for Cancerous Cells) is needed to eradicate this Cancerous-Mindset, least it Consumes Us totally!

        The matter of Negative Voting has been haunting the corridors of power for some time . Mrs. Kiran Bedi amongst many other social activists , have actively advocated the idea . You have put your idea here , I have shared my views with you all here , this is the proof that the idea is travelling . This is a part of mass movement . When the number of such like-minded people grows to a threshold level , that would be our day .
