        if the illiterate with the help of self help centres or colleagues little more literate take to rti in a big way, they will not have to wait endlessly to resolve their most common complaints of day to day activities and also ensure their employments like the case above.

        Yes, same is the case with those who are falsely implicated by some corrupt police officials in criminal cases and have no way but to wait for justice for the rest of their lives ... RTI has given them new hopes !!

        People from all walks of life are harassed and that is due to insufficient knowledge of basic functioning of the department concerned. We call a peon 'saab' there is nothing wrong in respecting someone but mostly in this cases they [saab] presume that the visitor is unknown to what rights he has. And the wrong approach only help them to fool people. Hence everyone should know what are their rights and what wrong they are doing in not exercising it.

        Callous administrative set up is the main hindrance in setting up of a transparent, accountable and corruption free system. A hapless commoner has to suffer the burden of apathy. My relative Smt Aparna Kolay's service tenure is snatched away by Jharkhand HRD Department. For the last many years I have been trying my best seeking natural justice. I have written several emails to almost all the conceivable competent authorities,political stalwarts,blog comments and have finally having no settlement of my grievance I have filed three RTI queries and appeals to DARPG/CIC, Govt of Jharkhand/SIC and Directorate of Secondary Education, HRD Dept,Jharkhand/SIC.My appeal to CIC has been disposed of with assertion that DARPG is neither concerned nor they can do anything about service matter of a state government employee. Registration for State Government related grievance is why registered is better known to concerned authorities. Interventions from President's Secretariat,Vice President's Secretariat, PMO, NCW,M/o HRD,CORE Center have either been ignored or have been dodged off with saying that my allegation is baseless. Reason for being baseless of my allegation has not been conveyed to me ever.Sri Yashwant Sinha ji, Honorable M.P. has forwarded my representation to Honorable Education Minister, Jharkhand. Sri Kamal Kishore Soan, Honorable Deputy Commissioner, Ranchi has forwarded my representations three times to competent authorities of HRD Department, Jharkhand. His directives too have failed to yield any response. Finally he states that its beyond his jurisdiction to set this grievance settled. In my view a DC is the competent authority to look after such complaints, but how he declares that this issue is beyond his jurisdiction is not known.Smt Anupama Jha, Honorable Director, Transparency International India tried her best to settle this issue but finally she detached herself from this impasse. Initially she has assured me that this issue is in TII's radar, but finally have receded for the reason best known to her. This issue has been brought to public domain through a news report Hindustan Times, Ranchi, dated 3rd September, 2010. Jharkhand Government official home page has many set backs; no e-mail addresses or bogus e-mail addresses of competent authorities, no site plan,no provision to file online grievance etc, this too have been explicitly covered in this news report.Title:"Govt officials' e-mail i.d.'s do not function-Portal not updated, no way to contact top men" by HT correspondent. If RTI INDIA had option of attachment then I could have show cased some documents related to this issue.
        In conclusion I could learn that a government authority is empowered to do anything he wish, it can not be settled in prevalent grievance redress mechanism of our country. Out of sheer disgust I approach almost all the dignified authorities by e-mails. I know these writings will not be of any help, but its my sole consolation that I have showcased this gross injustice to them.Blog, news comments are also my weapon to raise my voice against prevalent situation of governance collapse. I still do believe that justice will prevail.
