			<description><![CDATA[I am seeking opinions . I am not suggesting anything here .

I have been believing that RTI Applications can either *Investigative* [ for confirming existence or otherwise of certain facts ] or *Non-Investigative* [ just to LEARN the procedures , methodology involved in certain functions of a particular Public Authority - without any suspicion of wrong doing ] 

Recently I filed an RTI Appl for certain Information of latter type just to know how the Public Authority works , steps involved in that function since the information was not available on the website of the PA . I was not INVESTIGATING anything . Afterwards while I was in that office , the concerned official invited me over a cup of tea and we had very cordial exchange of views . He said you could have received this information from US [ PA ] without filing RTI Appl and that such RTI Applications where WE can give you Information without RTI Appl , *are unethical , burden on the system .* 

Now I want to know your opinion whether it is really unethical to file such Applications [ of latter category ] . What way one should adopt to get Information of latter category. 

I know , I have legal right to seek any Information subject to provisions of the Act .]]></description>

New delhi not cover under rti  .according to  ICSE that council is not a public authority and as such not covered under  within the meaning of saction 2(h)of the RTI act 2005.it is very difficult for guardians, student and public ,how to obtain information.</description>
