    Dear bhupeshji,
    Previously all the Panchayat Secretaries were PIOs and the BDPO were the First Appellate Authority to whom the appeal had been made. Now according to the new notification the BDPO is the PIO and the District Development & Panchayat officer is the First appellate authority. First appeal should be made before the District Development & panchayat officer of your district.
