I applied in September 2007 under RTI Act 2005 to the Revenue deaprtment of Gujarat Government about the action taken on the Hon. Gujarat High Court Orders dated 18.04.2001 and dated 02.08.2002 in SCA # 10621 of 2000 rgarding the removal of encroachments from the Water Bodies of the Vadodara city. I further asked the Revenue department to fix the responsibilities / answerabilty and accountability of the officers of Collector Vadodara and Municipal Commissione of VMC Vadodara those failed not to remove th encroachments from the Natural Storm Water Drainages of the Vadodara due to which every year rain water mixed with sewerage logged in the houses of the Vadodara citizens.
No propper replies are given by the PIO and First appellate Authority of the Revenue department. I filled 2nd appeal to the Gujarat State Information Commissiner gandhinagar. The GSCIC directed the Revenue department to furnish the action taken on the Hon. Gujarat High Court Orders dated 18.04.2001 and dated 02.08.2002.
Again no satisfactory replies are given to me and no responsibilities are fixed by the Revenues department as per directives of the hon Gujarat High Court dated 18.04.2001.
I asked the File Notings from the PIO Revenue department. with out any propper replies.
Only on 9.5.2008 I received the reply from the PIO revenue department that the "FILE NOTINGS" can't be given as per the RTI Cell of General Administrative Department Govt of Gujarat Circular No. VHS-2005-(5) RTI CELL DATED 14.11.2005.
THIS IS A PUBLIC INTEREST MATTER AS 15 LAKHS BARODIANS ARE SUFFERING IN THE VADODARA FLOODS PRTICULARLY OF 2005;2006 AND 2007. NOT TO ACT AS PER THE Hon. GUJARAT HIGH COURT ORDERS IS ALSO THE CONTEMPT OF COURT ORDERS.
THE GOVERNMENT OF INDIA CIC AND OTHER STATE CICs HAS GIVEN SEVERAL ORDERS TGAT THE FILE NOTINGS ARE THE PART OF THE FILE. BUT ALL THESE ORDERS HAVE NO VALUE FOT HE GUJARAT GOVERNMENT BEST ADMINISTERED STATE OF Mr. NARENDRA MODI Hon. CHIEF MINISTER OF GUJARAT.
EVEN IN OCTOBER 2007 THE SGCIC Mr. R.N.Das IAS HEARD FINLA HEARING BUT HE IS NOT PASSING ANY ORDERS / JUDGMENT EVEN AFTER 8 MONTHS OF HEARING DESPITE MY REPEATED REQUESTS TO HIM BY WRITING AND PHONE CALLS.
NOT ONLY THIS MY OTHER SEVERAL ORDERS ARE PENDING WITH THE GUJARAT GOVT. PIOs THOSE NOT GIVING ME FILE NOTINGS. THEY KNOW IF THE WILL GIVE FILE NOTINGS THEIR RAMPANT CORRUPTIONS WILL BE EXPOSED.
THIS IS THE CONDITION OF BEST ADMINISTERED GUJARAT STATE WHERS THE BUREAUCRATS DON'T RESPECT RTI Act 2005.
THE GUJARAT BUREAUCRATS WILL ONE DAY IN PLACE FELL DOWN ON CM HAVING NO VALUE FOR AAM ADMI (CITIZENS) BUT WILL ONLY CARE COMMON MAN (CM).

Dear Sir,
I sent a few RTI applications specifically
mentioning 4(1)(d) and wanted to know the reason of certain decisions taken by P.A. But no satisfactory reply received. In one communication PIO replied--- " RTI is meant for information, not for explanation". I went for 1st appeal--- AA mentiomed 'no recorded reason is available, so nothing could be added' The PA , while helping corruption/corrupt persons, how it is possible to keep'recorded reason' for his decision? In one case, I observed ,during inspection of file notings that it was recorded as ' Discussed' only and nicely helped the corrupt official and did not take any action against him. In this matter if any applicant wants to know the reason of specific decision what reply is expected from the PIO/AA ?
I ask your considered opinion and please let me know what else is to be clarified in my 2nd appeal. In the application I mentioned section 4(1)(d) and clarified it in the appeal--but all in vain.

i have a great reason to join this community after considerable work done to help myself ,my community ,nation and world community as an expanded academic exercise already discussed at length at reader's digest /rd.com to reach the right person at right place at right time getting dissipated in market due to innocence and has global importance with updated letters to relevant person who luckily is my senior in school knowing me since childhood and has all authorities to help me get compensated rewarded rehabilitated and recognised for an explorations for which a number of rewards are pending blocked by various forces willing to share my rewards making my position really miserable when i have responsibility of a sister to get married and father who is sick with minute details availble to the authority who must have nominated me for an award
which really matches my contributions updated with relevant websites till date with no finances /support of any kind reaching to me in timely manner as expected by me and my family who have hardly known how to fight against various forces of darkness but continued helping the nation by mind spirit and body to overcome mortals is a historical case for whole humanity and rti act would do great service by helping me get all my dues as a research worker claimed by others as an innovation with most acceptable role of a prime minister since 1991 till date
with grace of god to become winner overpowering forces of darkness
