Go ahead and file first appeal. In remarks, (read 1d in post # 8 above), state "misleading" information provided by PIO. There is no point filing another RTI application. Just go for addendum to first appeal.

It depends on what are the exact details you are seeking. Remember that under RTI, there is no restriction on any applicant to ask for any information. However, there is no obligation on the PIO to provide you information exempted under Sec 8 or 9.
