It should come up for hearing in the APIC within 3 or 4 months.
Filing a RTI application will not serve any purpose because stock answer will be that "information not available".
Just take your RTI application and the first appeal.
You have prayers in the first appeal. Just stick those prayers and insist with the FAA that he must direct the PIO to provide all information.

"Larger public interest" is not the criteria for defining a public authority. It is only required to be established when information is denied under Sec 8 of the RTI Act.
Just file a RTI application with the PIO of that office and ask for the inspection of the entire file(s) related to.............................
(For every correspondence on a subject, a new file is opened or the letter goes into an existing file)
Read the SC judgment carefully.
Then go back to the SIC and ask him to show you where has the SC ordered that penalty cannot be imposed when entertaining a complaint under Sec 18 ?
Cant they even read and interpret a SC judgment properly ? If they cant even do that, how are they writing and...
It is not necessary for you to attend the hearing.
However, your chances of success during first appeal (or any appeal) increase dramatically if you appear in person. I would suggest, please attend and make a strong argument.

In general, if you are not satisfied with the information provided by the CPIO, it is better to file a first appeal. Under RTI, the application is to be filed with CPIO only and he is duty bound to respond to it.
So, someone has to build up a water tight case by categorising and putting a value to all elements and justify "substantially financed or controlled". No one has done that till now.

A good alternative (can be tried by someone) is to not ask for completion of service (ie provision of info) in the Consumer Fora. Just ask for compensation for deficiency of service. DCRDc Karur has given an order available here:

Follow the same format as for a second appeal. Only difference will be that you title it as a "Complaint under Sec 18 of the RTI Act 2005".
Do not pray for getting information. Just pray for penalty top be imposed under Sec 20(1) of the RTI Act 2005. Please Read Sec 20 of the RTI Act carefully...
