Opening Up

Our builder given us a genrator for society use. like lift &submersible pump power back up. but generator owner is builder. we can not sell generator. They get this statment i written with signtaure of president,secretary. and now we ask about the complention certificate of generator which r getting from gujrat electric board than he is disagree to submit us.In case of elwctric board fine us than who is responsible for paid this.
pls help to solve this query.
