"Larger public interest" is not the criteria for defining a public authority. It is only required to be established when information is denied under Sec 8 of the RTI Act.

In general, if you are not satisfied with the information provided by the CPIO, it is better to file a first appeal. Under RTI, the application is to be filed with CPIO only and he is duty bound to respond to it.

A charitable trust is not directly under RTI. However, you can get some information about the Trust by filing a RTI with the Charities Commissioner with whom the Trust is registered. It will be the Charities Commissioner of that state.

In karnal haryana thehre is an old club known as Karnal club having 50% govt official members and Deputy Commissioner being ex officio president of the club ..........club buildinen n thg is being leased by Jila Paresad on nominal Rs 10000/- PM........even then club says that it is not covered...
