After the SC order re Sec 18 (in 2012), the Commission cannot order disclosure of information while disposing off complaints. It can only do so while disposing second appeals. (Probably that is why you are under the impression that Sec 18 was abolished - when no such thing has happened).

That order of the CIC regarding "Transparency Officer" has been stayed by the Delhi HC. Just wait till a final judgment comes through and then decide to proceed further.
As per various judgments of the Supreme Court, a subordinate legislation (ie Rules framed under a Act) cannot go over and above what the parent act states. But, as we know, even HCs are not following the Law. Allahabad HC is not the only one.

If you know the location of the properties, then you can get the details from the Sub Registrars office located in that area. Without even knowing the approximate location, it will be impossible to get the details using RTI.

The IT department is not exempted from the RTI Act. However, IT returns of other people will not be given to you. Even if you get the IT returns, what will you do ?
