Here is a suggestion or a discussion which I want to institute "Why can't RTI be submitted through E-mail?"
I understand the difficulties involved:
1. How to make Payment for fee?
2. How to get receipts?
3. There is no Law proporting it.
4. Where will the centre of responsibility rest?
Check the Solutions Please:
1. The Payments can be made through Credit Card.
2. Getting receipts should also not be a problem through Internet,which can be saved and can be held in record for which you dont need files and records also.
3.It is upto all of us to start a process.
4.The responsibility can be either delegated to Information officer/Web Information office...if needed be...
Please see the benefits out of the system:
1. You save paper and trees and even save ribbon...by not printing and not using paper.
2.It will be the most fast system of delivery.
3.It has a self generated receipt.No one can deny the non receipt .
4.It will save alot of time on recording,searching and reply for the department as most of RTI are asking almost same questions.tracking is easy and can be handled with ease.
5.The fee thus can also be reduced.
6.Indexing is also possible in connection to mutliplicity of enquiry of the same RTI,the threads of RTI can also be retrieved easily in the same format.
7.It will promote transparency for the general public.
8.The data can also be generated as to how much RTI Received in a period,how many answered,how many pending,how many disputed and went to higher level of commision.
Inference:,most of the departments have gone on the net,NIC is doing a fine job in integrating all these departments.Why cant the Govt take initiative on this.
