I wanted to know 1 thing about "SUBSTANTIALLY FINANCED". There are some colleges which are called Grant In Aid, these Colleges are owned, run & administered by private societies, but the payment of salary of the staff including the Teaching and non teaching staff is payed by the State Government. A certain percentage of the Fee collected by the college is transferred to the State Governments Salary Payment Account for payment of salary of the staff, the Government puts in its own fund in the salary payment account so that the salary of the staff employed in met with.
Do such Colleges constitute as "Substantially Financed" because the salary of the staff dosen't come in the Colleges name it is in the name of the staff employed???
