ACRs should be disclosed. This will help in improving one's performance and also helps to know as to what his seniors expect from him. He can identify as to where he is going wrong & improvise.

It is not a question of choice, whether it should be or should not be.
    The question is :
(1)what RTI Act-2005 says on the subject and
(2)what provisions favours its disclosure or otherwise.
The Act cannot be used as per choice for different persons or for different places in India, unless the Act envisages such discrimination.

I think ACR is an instrument not only for evaluating the employees qualities but also for giving the employee an oppurtunity to improve upon his performance. More than an adverse itwill be the pat on the back which will motivate him/her to do better. Otherwise the good aspects observed by the superior will remain unutilised. Further if the remarks of the superior are objective then they will not embarass him/her. It will check the tendency of saying something in public and recording something in private.

ACR itself defines it as CONFIDENTIAL. Hence it may not be so open as one may desire.
Transparency in public activities necessitated to disclose what and how the superior judge his subordinate's work, ability and capability. You may have felt that above good work, best ability, capability and behaviour, none is judged as best without a little chamchagiri. Thus, one who do the best may not be judged the best, but one who do nothing may also be judged the best. Transparency in this area in itself judge the quality of judgement of a superior.

Now that even the Central Govt. has stopped writing ACR. A new system is introduced, which is called ANNUAL PERFORMANCE APPRAISAL REPORT (APAR). Please read this notification -

mostly in public sector and government organisations acrs are drafted in prejudised manner so it should not be treated as secret.

We only have to safeguard against some dubious measures in this system. The deserved ones should not suffer due to some diligent acts of a person. The disclosure may act as a deterrent for some not to harm any one intentionally. There are cases where the immediate senior officers give a good chit but get adverse remarks endorsed through the next senior. These if noted should be immediately corrected by the reviewing authority so that the person do not suffer.

With replacement of the ACR with APAR transperency has been introduced by the Govt. Whether there is some way to make the system better? May be there should be a proforma in the APAR for the subordinate to judge his superior which could be commented upon by the superior and the superior's superior would give 50% weightage to the appraisal by subordinate. The weightage could be decreased for reasons to be stated by the superior's superior.
