    No generalised statement can be made in reply to your query.

    However, your RTI Application, reply of PIO (if any), and reply of FAA and order by IC can definitely be published.

    I am with you. But you and me may be able to get what we want. That is not the issue. Can an ordinary cityzen get the benefit of RTI Act ? The answer is NO. If you go to the court with a good Advocate who has the courage of conviction and something on top and a good tongue he can defenitely plead before the HighCourt that "No other functional system or cource of action available to him. He can quote the unlawful part of the CIC (Managment) Regulation 2007 and pendency state of most of the SICs and CIC to show that he cannot get justice or the information sought in reasonable time to be of any use. He can convincingly expose the contradictions in the orders of CIC and SICs to establish that he just cannot get the remedy from any other source or from the CIC/SIC with absolutely no accountability refuce even to comply with supreme Court directions to issue a reasoned orders..There are far too many examples available.

    You have to bear in mind that you are alone and no one else will be sharing your burden or expenditure. Your fight is against the system manipulated by powerful lobbies. When the Hon'ble Chief Justice of India appointed under the Constitution declare that his not under the Constitution and WE THE PEOPLE OF INDIA lump it, what result do you expect ?

    What is actually a public movement?

    1. It is something that a large portion of public participates
    2. it is something that an even larger number of people identify with and have sympathy for
    3. It is intended at bringing a big change in pilitical/ social structure.


    Will RTI ever become a public movement? This depends entirely upon those who claim to be RTI Activists. They will have to train the public at large about potential of this Act and the cultural change it would bring.

    But can it be done in isolation? Can the RTI act ever be effected in spirit, in the society as it is today? I think the real public moment has to bring to this society a transperent and accoutability culture. The RTI Act can be a potent tool in the hands of such movement.
