  1. CIC calls RTI review meet in Oct


    With the Right To Information Act "not working to its full potential across the country", the Central Information Commission (CIC) will hold a meet of all State Information Commissioners in October. This coincides with the second anniversary of the enforcement of the RTI Act, 2005.


    While states like Assam and Karnataka have "performed well", others like Tamil Nadu and West Bengal "needed much improvement", Chief Information Commissioner Wajahat Habibullah told The Indian Express. He said this would be an "interactive session" of all State Information Commissioners (SIC) to discuss problems and issues. The CIC said some commissioners had expressed concern about the penalties they had imposed not being enforced.

    States like Delhi and Maharashtra which had enacted their own RTI Acts before the Central Act, had greater awareness among the public and thereby "performed better". Later entrants like West Bengal and Tamil Nadu had lesser awareness and fewer cases before their SICs. Most northeastern states, except Assam, Sikkim, needed to get the RTI working, he added.

    How can we create cituation compelling the CIC to include 'the pendancy state of CIC and each SICs ' in the agenda of ibid conference ? The SICs should come prepared with their upto-date pendancy state and explanation for complaints/Second appeals pending with them since 24,23,22,21,20,19,18,17,16, 15,14, 13.12,11, 10, 9,8,7,6, 5,4,3,2 and 1 month. There is no reason for them to conceal this information from the public. Asking them to project their problem without an explanation for their performance is following a path of least resistance. One need not spent lacks of rupees and arrange a windowq dressing at Delhi for this purpose. They are duty bound to account for their dismal performance. A Complaint on this issue has been forwarded by the President of India to the CIC a monh back ; but the CIC appears not bothered so far.

    New Delhi:charity, transparency begins at home. India's topmost body, created to enforce your right to know, just learnt this the hard way.

    The Central Information Commission has been caught on the wrong foot after an RTI activist exposed how the commission ó known for ticking off public authorities which fail to maintain records, leading to lack of transparency ó is itself unable to furnish to the public information as basic as the number and status of cases and appeals pending with it. The reason: it maintains no such record.

    Faced with proof that a citizen cannot know the status and pendency of cases in the commission, a stunned chief information commissioner Wajahat Habibullah has ordered inhouse upgrade of records.

    Habibullah's orders to remedy the "grevious defect" came recently after his public information officer admitted the commission kept no record of judgements and orders passed or pending on cases heard.

    "The CICís registry will take immediate steps to computerize and maintain a record of appeals/complaints admitted, date of hearing of each appeal, decision in each case with the state of announcement," the chief information commissioner decreed while deciding an RTI plea filed by Shruti Singh Chauhan.

    "Such information should be updated regularly and supplied to every Information Commissioner at the end of each month.This should also be made available in public domain through the Commission's website.this exercise will be completed within one month",he added.

    The agenda is already there in the meeting.
