    baburaok,

    As correctly pointed out by you, there is no question of invoking section 8 at all.
    It seems the PIO is trying to evade giving information especially because "A copy of this policy is to be issued to all CSIR staff and researchers working in CSIR."
    Let me think about this case and give you some suggestions.
