Still I like he Tatkal system because one can get the reservation by payment of extra amount. Earlier also one could get the reservation by payment of extra; but the extra payment used to go the TTE. In any case, the unavailed Tatkal come back to the wait listed persons. Had there not been such high tatkal quota , the cituation will still be same as those who is very particular to get accommodation will get the seat by bribing the TTE or others. Now that money goes to government. Tatkal does not enertain any type of concessions like Senior cityzen etc. and naturally it will be used only by those who are in need.
LUCKNOW: In order to prevent the misuse of Tatkal scheme by agents/unscrupulous elements during opening hours of reservation counters, railway board has proposed to implement changes in the scheme. The board has proposed that advance reservation period of the scheme should reduce from two days at present to one day, excluding the day of journey from the originating station.
Suppose, if a train is to depart from the originating station on the second of the month, Tatkal quota for that particular train will open at 0800 hrs on the first of the month.
There might be no refund on confirmed Tatkal tickets subject to the exceptions such as cancellation of trains and late running of trains. This is proposed because advance reservation period of Tatkal is very short (approximately one day). It is expected that the passenger will have a firm programme of travel before booking the Tatkal ticket. Besides, it will prevent misuse of Tatkal ticket by unscrupulous elements by resorting to speculative booking.
The board has also proposed that no duplicate Tatkal tickets be issued. Duplicate Tatkal tickets will only be issued in exceptional cases on payment of full fare including Tatkal charges. Tatkal ticket will also be sold only on production of one of the eight prescribed identity cards as proof of identity.
For this purpose, a self-attested photo copy of the identity card on which the passenger proposes to travel will be attached to the requisition slip. The details of the identity proof will be captured by the system and indicated on the reserved tickets as well on the chart. It will not be mandatory for the passengers to go to the counter to book the Tatkal ticket, however, the proof will have to be sent in the abovementioned manner.
During the journey, the passenger will have to produce the original proof of identity indicated on the ticket. In furure, when AADHAR is operational, issue of Tatkal ticket will be linked to AADHAR.
Agents will be restricted from booking Tatkal tickets at the counters between 0800 hrs and 1000 hrs. This inspection will be enforced through frequent inspection at the counters. The web agents and web service agents will also be restricted from booking Tatkal tickets on the internet between 0800 hrs and 1000 hrs.
Even for internet booking of Tatkal tickets, passenger will enter the identity proof type and number, which is to be used for travel. These details will be printed on the ERS as well as the chart for Tatkal tickets. There will be only four passengers per PNR for Tatkal tickets. The web services agents for IRCTC will be permitted to book only one Tatkal ticket per train per day on the internet.
This new system is of course better. But proneness of corruption and the Senior Cityzen's cessation of Senior Cityzens Status continue to persist. I think no one seems to understand the corruption part. As per Railways Rules when a seat is vacant it should go to the First waiting list. So long as this is settled before the train leave the station it is OK. But after the train leave the station no one other than those having a confirmed reservation can be present inside the train. I found that generally the TTE check it only after the train move. But legally the TTE has no authority to allot any of the vacant birth to anyone other than those present. No one in the waiting list who has not been allotted the berth has authority to travel in the reserved compartment and the waiting list from that station is to be considered as cancelled. The only lot eligible for the vacant berth is those on the Tatkal Ticket. Naturally the Tatkal traveller has to be allotted the vacant berth and his tatkal charges refunded. This just does not happen
One find a reasonably large number of persons with unreserved tickets hanging around the lavatories of reserved compartment or often occupying the vacant seat. Out of it some of them might be those on the waiting list. The TTE allot the vacant berths to those people. This is wrong. The vacant berth should go to Tatkalies and the Tatkalies berth should go to the waiting list persons available. Everyone refuse to understand this
