Toll is collected based on a contract, which include the terms and conditions of issuance of Passes and collection of Toll.

Please prefer an RTI Application before the PIO of the authority granted the Contract and seek copy of Contract Agreement. Generally such contract agreements runs to hundreds of pages. Therefore you can seek inspection of original contract agreement by making RTI Application. During inspection, you can demand certified copy of relevant portion, which may serve your purpose.

MEPL won the contract from MSRDC to monitor and run toll naka at five entry points in Mumbai in November 2010, has collected more than R2,032.41 crore within 43 months (as in Sep-2014). Thus the toll operator has earned back the advance of R2,100 crore it paid to MSRDC within four years of its contract, and has another 12 years to go. By the end of their contract period, it is expected to earn around Rs. 11,545.43 crore. According to the contract, MEPL’s toll collection will remain effective till November 2026.

Social worker Shriniwas Ghanekar and then MLA Eknath Shinde filed a PIL in Mumbai High Court in Feb 2012. At the time of filing the PIL, the total Toll collected from Dahisar Toll Naka was Rs.237,11,75,991

Once again it is established that for common doubts, searching google is easier than going for RTI way. Atleast this reduces number of applications and expenditure. Thanks to Hon. Karira, who tried to inculcate this habit to members by suggesting google search, though he is knowing the reply. He has many times done himself to respond to queries and shown the proper way to get facts on general issues.
