  2. Re: Private schools

Be specific in stating private. If the school is enjoying grants or under the control of either DEO or CBSE, you can secure that part of information available with them in their capacity as Supervising and control of school.
Construction of building is with private funds, and all private entities are beyond ambit of RTI Act.
If the school is managed by a Society, then you can file application to such society and can seek information through audited financial statements submitted by them and available with the authority under RTI.

Private schools are not under the ambit of RTI, unless it is substantially financed by appropriate government. If the school is receiving full grant-in-aid, it is a public authority within the meaning of the RTI act and you can file RTI Application addressed to the Public Information Officer of the said school and seek the details of construction of building, its approved plans drawings, inspection certificate by the authority etc.

If it is not receiving full grant-in-aid, you can still file RTI Application with the PIO of DEO and seek such details with respect to the said school, being the regulatory authority of schools in a district.
