    The information relates to 3rd party' You have to certify your intention. But if legal matter involves complain to police' they can extract the details from service provider

    This forum is dedicated for guiding citizens in seeking information from Public Authorities under RTI Act, and not maintaining any Telephone directory to help tracing the addresses of mobiles.

    You can not get such personal information of Third party officially.
    Try this through a friend who is using smart phone with a true caller app.
    Perhaps you may get it as per SIM Card, if you are lucky, but there is no guarantee that is the correct information.

    The service provider will not supply details and address of its subscribers. You can file a Police Complaint in your nearest police station (or cyber cell of city police), if you are getting threats or harassing calls. You can file RTI Application after a reasonable period and seek copy of the investigation report on your complaint, which report may have the details of the owner of the phone.

    You can make complaint to TRAI ( Telecom Regulatory Authority of India) which is the regulatory authority for Service Providers of all mobile connectivity. Your mobile must be registered for NDNC, for making SMS Complaint. You can register for NDNC (National Do Not Call) or NCPR (National Customer Preference Portal) by sending SMS message START 0 to 1909. This will ban all types of messages to your phone.
