    Let us congratulate the Journalist, for boldly admitting his loyalties to congress so many times
    in his application as the only qualification for appointment as IC in State Commission"

    Infact, we have been expecting a Flash news that all ICs will submit resignations as a face saving design, may be CMS will make a formal request or Hon Governor is "graced" to request them further till such time they find alternate replacement.
    As far as AP is concerned, appellants never considered the existence of such APIC, as it was never functional. APIC was in the news not because of their decisions but it was only ICs struggle/ fight with authorities over protocol, respect to decisions, meeting Governor asking him to direct authorities to give due respect to IC, their transport, their arrangements for stay etc.
    Yadharaja Tadha Praja--So as the ruler, so as the ruled... Visit APIC tomorrow, observe when they opens their office, observe PIOs loitering around MM cursing their fate, observe the way and the time ICs come to their office, experience the politeness and courtesy of such employees including security and then place your findings as your experiences with APIC.
    If some thing happens to us, we bend our heads with shame, and do not show our faces for long, I am surprised how they can continue functioning even when SC has refused to open and read their file.

    How about organising a demonstration before APIC, questioning them the moral responsibility to give decisions, when they themselves were disqualified and demanding resignations immediately.

    Writing to Governor to immediately remove them from the post, if they fail to submit resignation, and asking both governments to appoint Retired judges as ADHOC appointment to clear the present cases before incumbent is posted. (Though RTI Act may not state this, there are exemptions)

    The latest news is that the four commissioners have not reported to duty yesterday.
    As Hon IC Mr.Ratan has to retire, from Sunday 23-4-2016 Sri Vijayababu is one man army for entire AP Information Commission and has to dispose off the cases.
    There is wide spread dissent for the present pathetic position of APIC, and the activists stated in media that APIC was never that powerful, and now it has become ornamental. After the present IC VB (One IC and also Chief also) retires, APIC becomes an orphan without any IC.
    Some activists were surprised as to why Hon IC Vijaya Babu was spared by the petitioners, though he himself claimed allegiance to the then congress regime.
    At present Telangana Govt is taking the burden of financial expenditure of APIC, and if I remember well Hon CJK objected to CM of Telangana, as to why one state govt should be burdened with such expenditure, when it is handling two state matters.
    APIC and Telangana must have ten commissioners each as per norms, and from tomorrow only one Chief Information Commissioner has to hear the appeals. It was understood that there were more than 19000 second appeals pending as on date with APIC.
    There was no response from either of state government on present position of APIC.

    APIC MUST TAKE INITIATIVE AND INFORM ABOUT POSTPONEMENT THE PROPOSED HEARINGS AT VARIOUS PLACES SCHEDULED FOR NEXT 15 DAYS THROUGH ADVERTISEMENT OR PRESS RELEASES AS APPELLANTS MAY NOT BE AWARE OF THESE SUDDEN DEVELOPMENTS AT APIC. THEY MUST ALSO SEND INTIMATIONS BY POST TO INDIVIDUAL APPELLANTS.

    The fate of Information Commission hangs in balance


    The fate of the AP State Information Commission hangs in the balance after a recent Supreme Court ruling declaring the appointment of four information commissioners invalid.

    Currently, only one information commissioner, Vijaya Babu, is active and he too will demit office next month. Legal experts are concerned that the information commission is heading to be a defunct body unless both state governments take a decision soon.

    “The law does not provide for absence of information commissioners,” said a reputed lawyer well versed with the RTI Act. “A commission without a chief information commissioner is almost equal to a court without a judge. There are no alternatives mentioned in the act as no caretaker or incharge chief commissioners are allowed to run the show.” However, he said that the orders passed by the information commissioners whose appointments were struck down were still legal. RTI activists want to put pressure on both state governments to appoint the right candidates.
