    CVC seeks info act immunity


    The Central Vigilance Commission does not want its files opened to public scrutiny under the Right to Information Act.

    The CVC, Directorate General of Income Tax, the Railway Protection Force and a slew of government agencies have sought exemption from the RTI act, India’s transparency law, the government disclosed today.
    Responding to a question in the Rajya Sabha today, minister of state for personnel and training Suresh Pachauri said 16 government bodies had written to the ministry, asking for exemption.

    The armed forces (the army, navy, air force and the coast guard) wanted immunity for security reasons, but their appeal was turned down.
    The office of secretary (security) at the cabinet secretariat and the Bureau of Civil Aviation (security) sought exemption on identical grounds, and were also turned down.

    The Special Protection Group, the Defence Research and Development Organisation, Border Road Development Board and the Financial Intelligence Unit are the only bodies that have been excluded from the act’s purview, Pachauri said.

    Why does everyone want immunity ?
    What do they want to hide ?
    Or is it that they don't want to work as per Rules and Regulations ?

    Section 8 covers enough exemptions and each of these bodies should examine every RTI application in light of Section 8. They are at liberty to reject the application and argue their case in the appeals.

    Everyone wants only the other person to be transparent. It can also be because the society, at large, is not prepared to be transparent enough.

    every department wanted to hide behind sec 24, by and large to dilute the very objective of the RTI act

    Going by the trend in the country it appears that most of these organisations will manage to get exempltion from the Act. No one wants to be accountable.

    In my view no organisation should be exempted from rti. If they think information is not suitable for sharing then they should give solid reason behind it.

    Within the government corridors, the exemption from RTI will soon become NEIGHBOURS' ENVY - OWNER'S PRIDE as the list of exempt organisations keeps lengthier.
