Two negatives make positive for this mathematics teacher

Jalandhar, December 12 One reason for the poor education standard in Punjab government schools may be that teachers with negative performances are rewarded under the Assured Career Progression (ACP) step-up policy and even rules are twisted to suit them.

Sawinder Kaur, a teacher who retired from Sansarpur Government High school five years ago, used the Right to Information (RTI) Act to know the record of a fellow teacher, who was given the ACP benefit.

The result statement of a mathematics teacher, Kiran, who was given ACP step-up in 1999, showed that she had only three positive results out of eight from 1992-93 to 1997-98, and in 1996-97, her performance was minus 56.62 per cent as all the 26 students of class X failed in her subject. Besides, from 1998-99 to 2004-05, 10 results (of classes VIII and X) of mathematics subject remained negative and her performance varied between minus 5 and minus 49.11 per cent.

Notably, earlier the ACP was given after eight, 16 and 24 years of the service after seeing the performance of previous eight years, but now it is given after four, nine and 14 years after considering the results of previous five years. To be eligible for ACP policy, a teacher has to give positive performance in at least four out of eight results and three out of five results.

Sawinder Kaur said she had even written to the CEO, Jalandhar, but no action was taken to date.

“How can a teacher be awarded for negative performance?” she asked, adding that in Kiran’s case, the result of 11 years— from 1986-87 to 1997-98— was considered, contrary to the latest rule of either eight or five years.

Headmistress of the school Chanchal Kumari said she had provided the record of 11 years on the directions of higher education authorities.
District Education officer (DEO) Harinder Saini said for ACP, previous five years’ performance with 50 per cent positive result was considered. Circle Education Officer (CEO) Harjit Kaur Gill said now the 11-year rule was not applicable and it was unfair that a teacher with high negative performance was given ACP step-up.

However, when Kiran was asked why her record of 11 years was considered, she said she was not aware of it. She added that someone was trying to harass her.
