On similar lines, this is a true story narrated to me (long time ago) by a very senior IAS officer:
A particular State Government in India was supposed to construct a small earthen dam in a village. The dam was sanctioned, the budget alotted, and disbursement made on the basis of bills and inspection reports.
A few years later, the villagers realised that they had been conned and that someone has swallowed all the money. They approached the vigilance section of the relevant Govt. Department to lodge a complaint. The officer concerned was very perturbed but advised the villagers not to lodge a complaint since the "rest of the officers" would never let this scam come to light. Instead, he suggested that they lodge a complaint that the dam was under threat of collapsing and inundating their village and the fields. Based on this complaint, the Govt. would send a investigating team to check and when they find that there is no dam in the first place, the scam would come to light.
The villagers followed the suggestion and the investigating team duly visited the "dam site" to conduct a inspection. When they did not find the dam, they returned back to headquarters and complained to the officer that the villagers are unneccesarily wasting the Govt. time and money by complaining about "non existing dams" being breached.
Finally it was decided that a Police Complaint be filed against the villagers !
Those were the days of the Emergency and the story ended there !
