Whos is exercising technical Control over the Commissions ?
A comparative study of the Orders issued by the Central Information Commission with those of State Information Commissions reveal the diversity of procedure, practice, interpretation of the Act and the very style of functioning. Just compare some of their orders. One find the CIC's orders are very brief and to the point whereas the SIC's orders, especially that of Kerala SIC is verbose, containing innumerable pages For example, the CIC consider disobedience of its orders by PIOs as a criminal offence whereas such open disobedience, or refusal of PIO to atttend the hearing when summoned to justify as to why the penalty under section 20(1) & 20(2) should not be impossed, are not at all an offence.
Is there any Central Agency existing to exercise technical control over all the Commissions ? Is there anyone responsible to see that the views and interpretation of the Act by all the Commissions are uniform ?
