Can you please clarify if the PIO is not complying with a Decision Order of CIC in your case OR
the PIO is not complying with a CIC citation that you gave ?

to be very specific as this has reference to a latest decision of CIC(OK) dated 21.01.08 about MNIT and disclosing the selection proceedings to be opened...
this decision is available on http://cic.gov.in/CIC-Orders<WBR>/Decision_21012008_25.pdf

In that case you will have to once again complain to CIC and brief them about the PIO's inaction.
This time you can ask for Penalty under section 20 and even ask for disciplinary action under present rules and regulations.

the second appeal hearing came after nearly six months of wait, so the complait to CIC about the non compliance of decision takes that long or it is listed on prioriry basis compared to all other matters such as-normal complaints and second appeal. please advise

    raghav,

Really no idea as to what is the order of listing as decided by the CIC.
    In this case:

    Application date: 9 March 2007
PIO asks for Fees: 15 March 2007
    Fees Paid: 25 June 2007
    PIO reply: 23 August 2007
    Complain date: 18 Sep 2007
    CIC hearing: 10 January 2008
    Decision date: 21 January 2008
Information to be provided before: 15 February 2008

As the CIC website itself shows, there are backlogs for hearings.
