    PALAKKAD: The members of the Right to Information cell who met at the collectorate here on Sunday decided to display the names of the officials who can be approached by the public for information under the Right to Information Act in all Government offices.

    Additional District Magistrate M.V.Somanathan presided over the meet. IMG nodal officer S.Radhakrishna Pillai was also present.

    The names and designations of the assistant public information officer, public information officer and appellate authority of each office should be displayed according to the provisions of the Act.

    It was also decided to conduct a survey at the block and the grama panchayat level to discuss the utilisation of the funds sanctioned for the district for training, awareness activities and research.

    Preliminary activity has begun in Malampuzha Block. Two training classes will be held in each panchayat of the block within a month.

    It was announced that a directory will soon be published for the benefit of the public.

    It will contain the telephone numbers and addresses of the assistant public information officers , public information officers and appellate authorities.

    A website will also be developed with this information . The district unit of the National Informatics Centre (NIC) will be in charge of this site.

    A decision was taken on imparting training to four teachers from each college in the district in Ottapalam and Palakkad.

    Pamphlets and books will also be brought out soon in simple language on the RTI Act.

    Also, a consultation with the health department will be done to have the provisions of the RTI Act printed at the back of the outpatient tickets issued in district and taluk hospitals.

    These are all just window dressing. The Kerala State Governmernt had issued two exemplary circulars during October 2006 which declare that every public offices functioning independently will be deemed as publ€ic Authority of that office. . It give the examples For Eg : In a police station the SHO will be the publ€ic authority of that Pol€ice Station and he can detail himsel€f or an officer subordinate to him as PIO and if needs be an APIO. Addressing an application by name is redundant and coulld cause chaos as the PIOs keep on changing too often. The departments never update a board. Foreg even theSIC has not updated his web site since last one year. If applications are addressed by name the l€eters wi€ll€ be redirected to him even after he cease to be a PIO.

    Where were the so called RTI Cell when the SIC ordered the RDO Palghat not to abide by Section 5(2) of the Act. What they have done about ?
    Kindl€y forget the entire episode. These are just window dressing to hood-wink publ€ic.

    Actually we need a separate information cell up to level of village where any one may apply for information and the information cell must be empowered to get the information from concened department/ministry. This information cell must be governed by central Govt and empowered to get all information from state Govt also.
