    Military accommodation covered under RTI

    RTI should cover details about military accommodation: CIC

    NEW DELHI: The Central Information Commission (CIC) has held that details about occupation of official accommodation by the country's military do not fall under "private activity," and hence could not be denied under the transparency law.

    "These (official accommodation for the military) are public premises to which allotment is made only by the public authority (here Army). It cannot be argued that activity concerning such public premises is a private activity," the Central Information Commissioner Wajahat Habibullah said in a recent order.

    The CIC's observations came, as it allowed a Right to Information application of Major General Mahipal Singh of Panchkula (Haryana) seeking from Defence Ministry (Army) information about unauthorised occupation of its residential premises in Bangalore since January 2000.

    Allowing Maj General Singh's plea, the CIC further said such information should be made part of the Ministry's proactive disclosures under the RTI Act-2005.

    The Act which has provisions for proactive disclosures calls upon public bodies to put essential and permissible information in the public domain by uploading them in their websites.

    Earlier, the Army officials while rejecting Singh's application had contended that the details asked for was personal information which did not have any public interest.
