Court fee stamp is like a normal stamp but can be used only to pay court fees etc.
It is easily available from any stamp paper vendor outside courts and other offices.
You need to attach a court fee stamp of Rs. 10.00 to your application.
Please try to send it by Registered Post AD so that the AD card (after it comes back to you) acts as a proof of your submission.
So far, I have not been able to get the name & address of PIO for RTO/ West Andheri. I cannot make out anything as requisite website is in Marathi.
Just call up and ask "Who is the PIO in your office?"

Even if you do not know who is the PIO, visit the office personally with the RTI application and the fees and submit it by hand. Get a stamp and date on your copy.
Alternatively send the application by Registered Post AD or Speed Post and keep the receipt safely as proof of submission. The speed post can be tracked online and once it is delivered keep a print out of the delivery status for future use.
