    If I want to know about MLA ( Solapur ) fund uses. then to whom i have to apply and wher i can submit that application.

    You will have to file this application to the PIO of the Maharashtra Vidhan Sabha or the Information and PR department of the Government of Maharashtra.

    In Item 3.9 on page 3:

    3.9 At the district level, planning organization consists of a small planning cell in the
    office of the district Collector. This cell is headed by the District Planning Officer drawn from
    the cadre of the Deputy Director of Economics and Statistics. He has been given a small
    supportive staff consisting of a Assistant Planning Oficer, Sectional Engineer, Deputy
    Account, Stenographer, Clerk-cum-Typist etc.and the cell has to attend to the entire work of
    the DPC including MPLAD Programme and MLA Fund Programme
    under the control and
    guidance of the district Collector. At the district level, there is a DPC in each district. The
    composition and functions of the DPC are mentioned in chapter 39.

    Therefore the information you want will also be available from the Planning Department, District Collector's office in Sholapur. If the MLA is representing more than one district or has used his funds for districts other than his home district, then you will have to approach the "planning" section in the different collectorates.

    Want to file an RTI to know about the MLA Constituency Development Fund of 171 Mankhurd Shivaji Nagar (2009) constituency of Mumbai.
    I dont know where to file, address of PIO..etc
