    I was not allowed to attend a hearing because I was not applicant and as I was accompaning my applicant friend.

    Nothing clearly mentioned in the RTI Act or Rules of centre/states regarding "accompanying" during First Appeal hearing. When such a thing happens in future (something which PIO or AA says which is not clear in the Act or Rules) please just say:

    "Sir, can you please show me the relevant section or rules where this is stated ?"

    Sorry, it slipped my mind.
