Its one of the best analytic writings I have seen on this portal. Thanks a million Karira.I really suggest most of us dealing with RTI should go through these questions when getting frustrated and disappointed.

Sureshsabapathy, please go through Karira's post carefully once again.Of course, final decision is always yours.

India is not going to go anywhere. Do not worry.
Most Indians are in the same boat as you are.
But there is no point in getting disappointed.
You have the RTI Act on your side.

Many people who are in your position start reading and using RTI Act for the first time.

I was in a similar situation than you are.
But then, on 21 March 2007 (exactly 13 months ago to the day !), I read the RTI Act for the first time.
You can read more about my experience and how and why I read the RTI Act for the first time in this post:

    https://www.rtiindia.org/forum/690-ca....html#post3497

I can assure you that I am a normal citizen - in fact more normal than even the meaning of normal. I am not the jhanda carrying type activist who will go on hartaals, agitations, hunger strikes and write to all and sundry. You will never see me on TV or my photo in any news magazine or paper. If I could read and use the RTI Act, so can you. But you have to continue the fight to the logical conclusion.

Don't give up. Use RTI and you will definitely taste success.

Then, like me, become another helper regarding RTI.

Well said Mr.Karira. I maintain the same view. Look at me. I was in the Army for 30 years. Never knew the civilian style of functioning The word refusal or denial of anything is never known. On retirement, I found that even the Peon of the Village Office is not minding unless his dues are entertained. Slowly I established myself. Started learning their own Regulations, retorting in their own coin. Kept on probing with an open mind. RTI was the God given tool. Made full use of it. One is bound to come across small holes. Put the fingers in it. Hold on to it. Dig it. Keep on digging. One is bound to get enough space to take a stand. Fight from there with the materials avalable.. The bureaucrates are bound to slip and commit mistakes. Cash it. Be optimistic and never loose heart. Maintain a firm conviction that you are not going to give up or loose. Believe me. Success will be at your door-step

Karira has very vividly narrated the matter, Mr. Suresh. This thread encourages me to sought a RTI Application for my self. Here in orissa, there is a provision to make complain to the SDO/Asst.Eng. 15 days after a complain is made to JE. In my case myself is in a primitive stage . I will go step by step. Thank you.

one other way to tackle this problem
first complaint on the perticular department please keep the proof that u had submitted the written complaint. keep the xerox copy of complaint with u
then after some day say 30 day file RTI asking action taken report report on above complaint.
    i think this will better
