As all are aware that prior to the enactment of the RTI Act, 2005, there was a Freedom of Information Act, 2002. The provisions of the Freedom of Information Act, 2002 were similar to that of RTI Act, 2005, except that the necessary teeth required to bring dawn of transparency were not there, in the earlier Act. Therefore, the later Act is only the improvement of the earlier Act. I also think that the language of Act is drafted by the Legislation wing of the Ministry of Law, where only the officers with legal backgrond are appointed and IAS officers have not role to play in it.
Bureaucrats do not frame law related legislations.Some of the best brains known in the field of law including ex judges,human rights activist like HDShourie were involved in framing RTI Act.And many more respectable names in various other fields were onboard.
