Sir, Do they hold any legal validity in CIC or in Courts? They are just circulars made out by DoPT. Is there any legal binding on the CPIOs / AAs other than those in DoPT to follow those circulars.
Are they issued according to relevant sections of 28 /27 /26/2 or any other related sections of rti act?

These are just circulars and instructions to various government servants and public authorities.
There is no legal binding and they are not issued by the Government under Sec 26, 27 or 28 or any other section of the RTI Act.
