    Further to what Sidharth has suggested, just be careful while framing the RTI Application and in deciding as to who will be the applicant - in order avoid Third Party issues and rejection under Sec 8 of the RTI act.

    i had already filed my second rti application which is attached in this thread as rita_goyal_response_1.doc

    can i have the links of second appeals/complaints if any of the members have uploaded it before.

    as i am not very much aware of the lanugauage to be used in it; like 'honourable commisssion etc.

    Have a look and prepare a draft complaint accordingly.
    Be formal and to the point. Post your draft in this forum for modifications etc.

    after i had filed the 1st apeal, the PIO wants to say that he has received my RTI application on 15/05/2008 which was actually send to him by speed post on 05/05/2008.

    Looks quite far fetched but could be possible.

    Ask the PIO to prove it. Let him show the records.

    Track your Speedpost delivery here and ascertain the date of delivery.

    if that fails then ask the postal authority to give you delivery details.
