A deputy Collector posted in the Kutch District has been slapped a fine of Rs 15,000 for not providing information to an applicant. The Gujarat Information Commission has also instructed that there should be an inquiry by the Sub-Divisional Magistrate to find out about the reported loss of document which had the required information.
In this case a person Kantilal Bhagat of Mundra wanted to know the name of the persons who was issued a stamp paper on July 13, 2004 by a stamp vendor Mayank Mehta. However after repeated queries, the Deputy Collector J D Joshi told Mehta that the register containing the information was missing and he could not provide the information.
Mehta filed an appeal. As a result, CIC slapped a fine of Rs.15,000 on Joshi and asked him to properly manage his records. The Commission has asked for a SDM level inquiry into the loss of the register since as per the law the records are to be kept for 30 years.
