    But if the the High Court in a later stage says the PIO is not to be penalized, who will give him the expenditure he incurred for something for which he is not guilty.

    Hi Karira,
    I don't thinkso a officer caught red handed for accepting bribe or indulge in corrupt practice should be allowed to use taxpayer's money to defend him/her because, the act of corruption is not only violation of CCS Rules and GFR by the govt. employee in his peronal capacity. For discharging his/her duties the state being a model employeer is paying him heavily apart other incentives.
