whether a non recognised union's member, who is employee of the organisation can ask question on the letter-head of that union signing as representative of the union? whether the applicant to be treated as a citizen under RTI & to be replied?
You should be aware that every union has got a constitution known as " Rules & Bye-laws". If the representative capacity of the member who is asking for information in union's letter head is specifically defined and authorised in such rules & byelaws, then it is ok. Otherwise, the application may get rejected on grounds of technicality.
If the real intention is to obtain information on behalf of the union, then please ask the secretary to do it. Otherwise any individual can seek the required information in a plain sheet of paper in his capacity as a citizen, or in the union's letter head with the individual's name and signature as suggested by Mr Kushal.
