Please see in the past post replies , where in Madam Raveena has provided entire process involved in sending for no disturbance SMS/calls over your mobile, and process of making complaint through phone if messages are received after that registration. The process is simple
It is easy and the best contribution of Madam to solve all such problems.

You can make complaint to TRAI ( Telecom Regulatory Authority of India) which is the regulatory authority for Service Providers of all mobile connectivity. Your mobile must be registered for NDNC, for making SMS Complaint. You can register for NDNC by sending SMS message START 0 to 1909. This will ban all types of messages to your phone.

You have to wait for 7 days to enable you to send complaints against promotional / disturbing calls, after above registration process..

Promotional calls & SMS are banned for NDNC registered phones. If you receive such unsolicited messages/calls, you can make complaint by SMS to 1909 using following format:

COMP TEL NO 0000000000, dd/mm/yy, Time 00:00 , text of message or complaint

where 0000000000 is the telephone number (or Service ID such as DM-BAJAJF) from which the message is received in your NDNC phone, dd/mm/yy is the date of message and 00:00 is the time of message as shown below the received message. In case of harassing SMS/call, you can add SMS texts OR brief of unsolicited call etc.

SMS Complaint MUST be made from the Mobile number in which unsolicited call/promotional message received.

Telecom Regulatory Authority of India (TRAI) has now included telecom operator and marketers under the ambit of SMS SPAM regulations. As per the new norms, Telecom operators will be fined Rs 5000 per complaint if Promotional/Bulk SMS is sent by a user who is not a registered telemarketer. The rationale here is that it is the telecom operators responsibility to verify the identity of the telemarketer, and there is still a financial incentive for telecom operators to allow Bulk SMS and Spam, because of which a disincentive needs to be created.
